I should like to ask the Prime Minister when he proposes to proceed with the second reading of Bill No. 80. I ask this question notwithstanding the fact that the 82,000,000,000 war appropriation resolution is still under discussion. According to the opinion I expressed here last week that discussion should have been well over by this time, but I am not attributing blame to anyone. I do think, however, that we ought to get on with this very important mobilization measure immediately.
