I have an amendment to be substituted for section 65b. It was arranged in the Committee of the Whole some time ago. It is as follows :
For privates at the rate of 50 cents a day, which rate may be increased as may be prescribed, but not to exceed a maximum of $1 a day.
I have also an addition to be inserted as section 65c which is as follows :
An allowance of $1 per diem or such other rate as is prescribed shall be paid to each officer and man for every horse necessarily used by him on active service, during the period of active drill, or when otherwise on duty as aforesaid.
We omitted in the Bill to make any provision to pay for horses. This simply is restoring the clause which is in the present law.
