Mr. Speaker, I gave no promise to anyone that legislation would be enacted concerning free ports. The delegation which waited on several ministers of the crown was told that legislation would depend on the report of the interdepartmental committee, and then again upon whether the committee recommended in favour of or against the establishment of free ports. The delegation was assured, however, that every effort would be made by the interdepartmental committee to expedite the conclusion of its report.
