Hon. Robert H. Winters (Minister of Reconstruction and Supply) moved
that the house go into committee at the next sitting to consider the following resolution:
That, it is expedient to present a measure to amend the National Housing Act, 1944, and in particular to provide that the assembly of land for residential purposes and the construction of housing projects for sale and for rent under arrangements by which the capital costs and the costs of operation of such projects will be shared seventy-five per cent by the federal government and twenty-five per cent by the provincial governments be undertaken jointly with the said governments; and further to authorize the making of loans to prospective home owners in addition to basic joint loans under the act, in amounts not exceeding one-sixth of such basic loans; to authorize an increase in the loans that may be guaranteed for home improvement and home extension purposes under the act, and to increase the aggregate amount presently authorized for loans and losses under part I of the act, the funds for the said purposes to be provided out of the consolidated revenue fund.
He said: His Excellency the Governor General, having been made acquainted with the subject matter of this resolution, recommends it to the consideration of the house.
