His Excellency the Governor General, having been made acquainted with the subject matter of this resolution, recommends it to the consideration of the house.
The explanation is, I think, all in the resolution as worded. This organization was set up in 1935 as a temporary organization to do certain things over a period of five years. It has been extended in its time to the point where it is now recognized as a permanent organization, and the staffs are to be brought under the civil service commission.
