Mr. Chairman, first of all
it is clear that the public accounts committee will have a full-time job when they meet in the fall.
The Auditor General, in statements he has made from time to time, has commented on the practice of legislating by votes in the estimates. The minister knows that the
Prairie Farm Rehabilitation Act Auditor General has indicated that he sees no objection to that procedure as an occasional instance; but he does dislike it as a continuing practice. Will this bill relate to that practice in any way, or will it open up a discussion of the matter?
