My hon. friend does not want it spelled out in this way because my hon.
friend thinks the same as does the Canadian Chamber of Commerce, and that is, if it is not spelled out that way it will serve as an intimidation. The argument is that you will then frighten these people into being good by the fact that there is no alternative of a fine. Well, I find that sort of argument extremely unimpressive.
