After two deliveries without success we leave a card requesting the people to call for the letter. That is exactly what was done in this case. We have the names of all the employees who tried to deliver the letter. I do not say the system we have is perfect but we are trying to improve not only this part but other parts of the service. As far as the regulations are concerned I believe, and I think the hon. member will agree, that we have followed the regulations and attempted a delivery on two occasions without success. We then left the card. As it may be of some interest to my hon. friend, I might inform him that according to regulations special deliveries are made from 7 a.m. to 8 p.m. every day including Sunday.
