Mr. Sinclair:

The reason we are able to offer this insurance at the low rate of 1 per cent is because the work is handled by our fisheries officers. The fisheries of Ontario are looked after by the provincial government, so we have no federal fisheries officers there. It would be up to the provincial government to extend similar benefits to their fishermen.
