The question of that expenditure does not come within the scope of the motion now before the Chair, which is the amendment moved by the hon. member for Halifax (Mr. Borden) concerning the tariff and the preference with England. I read this passage from Bourinot, page 549 :
When an amendment has been moved to the question for the Speaker to leave the Chair, the discussion should be confined to its subject ma tter.
