I have no doubt that the ruling you have laid down is strictly and legally accurate. But I may observe that in the budget debate we have, .as a matter of custom for a good many years, given extreme latitude on both sides, both giving and taking. It is fair to say that I have myself, on all occasions in discussing the budget, given myself very full latitude ; and I believe my hon. friend opposite is right in saying that I did so on this particular occasion.
