There was another clause the subject of some consideration, and the Minister of Public Works suggested an amendment which it was thought would deal more satisfactorily with the question of the relative rights of the province and the Dominion. The Minister of Justice decided that on the whole that amendment might safely be adopted. Otherwise the only question is as to the title of the Bill, and I agree with the hon. member for Winnipeg that in the absence of the hon. member in charge of the Bill, it had better stand over.
