It is unfortunate that the whole of this winter shall be allowed to pass away without anything being done

towards improving the service. I regret that I cannot find in, the estimates for the coming year any increase in the steamship subsidy to the West Indies, and I, therefore, suppose-and it will be with great reluctance-that we may take it for granted that there will be no improvement in the coming year.
