Mr. FOSTER:

A representation has been made to me since this was passed. The old section concludes:
Unless such deficiency of weight appears to be occasioned by some accident unknown to such manufacturer or packer and happening after the packing of the barrel or half-barrel.
I have been asked to put in after the word ' packer':
Or normal shrinkage due to natural causes.
This seems a fair thing, and I have no objection to its insertion.
