Mr. NORTHRUP:
This report is simply the first report after the two committees had met. We found that, owing to an adjournment of the Senate, it might be impossible to obtain a quorum, and so it was agreed to ask this House to reduce the number of the.quorum to seven.
On motion of Mr. Northrup the report was concurred in.
