Mr. BALLANTYNE:

I quite agree with my hon. friend that they ought to have practical training as well as instruction in theory through lectures. While our cadets have done well and made creditable records for themselves I am in hopes that they will get a still better training than they have had in the past and that they will, also get the training on board ship such as the hon. member suggests.
