The vote last year was for the purpose of test movements, and as the government of Canada was the owner of the railway on which the test was made, it was clearly understood that the Alberta government was to provide the facilities for keeping an accurate record of the test. The present movement is not a test movement. The coal is being moved by the railway company at S7 a ton, and no records are being kept, so far as I know.
