Mr. MOTHERWELL:

This is a resolution upon which a bill is to be based that will be referred to the committee on agriculture. It deals with agricultural poisons such as potato and apple sprays, and insecticides and fungicides generally. It is proposed to enact this bill very much after the manner of the act respecting fertilizers, and it will be regulatory in its character. Certain penalties will be provided for infractions of the law, and authority will be given to make regulations.
