Mr. BENNETT:

I suppose it is unnecessary to state that this supply is granted on the same terms as we granted interim supply a few weeks ago-without prejudice to our right to comment on the various items of the main supply bill, and that it shall not be taken that we accede to the soundness of any appropriation without the right to criticize it.
I make that statement merely as a matter of form.
