Mr. LADNER:

I have before me tariff
schedules 60a and 61a. They are maximum rates which come into force for entry into this country in the vent of the other country placing a tariff on those commodities, but it does not permit our rates increasing beyond those maximum rates in the event of the other country increasing their tariff. In other words we have a high tariff but they have higher and higher tariffs.
