Richard Bedford Bennett (Prime Minister; President of the Privy Council; Secretary of State for External Affairs)

Conservative (1867-1942)

Right Hon. R. B. BENNETT (Prime Minister):

I think these words should be deleted before the motion is passed. This house does not pass resolutions dealing with matters in contemplation until such time as those matters take concrete form. '
