The rolling mills deposited a cheque for $13,500 with us at the time they sent in their tender. This could not be considered a deposit cheque in the broad sense. They merely sent in their cheque for that amount to show their good faith.

The ships we
have now are of the most modern type. The Aurora is armed with four and six-inch guns and also torpedoes and the destroyers are of the most modern type. We hope they will never be called upon to do anything in the way of active service, but if they are they can certainly take care of themselves.

Mr. BALLANTYNE:
I know my hon.
friend did the best he could for his friends, and it may turn out that it would have been better had the department accepted the next lowest bid for cash, but as there was such a difference in the tenders I made the best deal that I could with this concern, after satisfying myself that they were financially good. I do not think I would have been justified in turning their bid down and accepting another bid some ,125,000 lower.

They are doing
what ever work the permanent employees do. They may be sometimes employed at clerical work and sometimes at other work. As I say, we are asking this vote to employ these men in a temporary capacity until such times as the Civil Service Commission give us the necessary permanent staff.
