Mr. CARMICHAEL:

The Swift Current experimental farm has been without a superintendent for some considerable time, I believe since last June. Would the minister care to tell the committee what the plan is in connection with that farm, particularly in regard to the policy that is to be pursued? The Swift Current farm has been working along the lines of dry farming, with special reference to the needs of the open prairie section. Is there to be a continuation of that policy, or what is the attitude of the department towards the Swift Current farm?

Mr. A. M. CARMICHAEL (Kindersley):

May I ask another question of the minister before the debate is adjourned? In the bill it is mentioned that the loan provisions shall come into effect when royal assent is posted in the Canada Gazette. We are assuming royal assent will be given before we adjourn on Wednesday next. I wonder whether the minister between now and Monday, if he cannot do so now, could advise us when the bill is likely to come into operation. The reason I ask the question is that I have had a number of letters from farmers of my constituency who are very anxious to know when the bill will come into operation in Saskatchewan and what the procedure will be to make application for a loan. If the minister cannot answer that now, possibly between to-night and Monday he might give it consideration and be able to tell us on Monday when the bill will be in operation.

I have a question to ask, which perhaps might properly be answered by the Minister of Agriculture. I have here a letter from the secretary of the rural municipality of Kindersley in regard to the borrowing of money from the banks for taking care of spring relief, buying seed, feed and tractor fuel. He states that the bank refuses to loan money to the municipalities on provincial government guarantees. They state1 that they will not advance any money until the dominion acts jointly with the province in guaranteeing the loans. Has such a request been made to the dominion government and if so what action is being taken? *
