Who will be responsible for the clean-up costs of this spill and for the clean-up costs of a similar grounding in the St. Lawrence River recently which I understand resulted in a very costly clean-up operation?

Mr. Speaker, my question is for the Minister of the Environment. In view of the reported grounding of a Canadian National cruise ship off the northern tip of Vancouver Island with a resulting oil spill, will the minister advise the House whether he has information as to the extent of the oil spill, the cause of the accident and what action is being taken to contain the oil?

1. For each year 1970, 1971, 1972 and 1973, how many charges were laid against individuals or companies by persons in the department responsible for the enforcement of the National Parks Act and Regulations regarding violations of the Act and Regulations dealing with pollution of waters?

2. How many of the above charges resulted in (a) convictions (b) dismissal of the charges (c) withdrawal of the charges?

2. Has it been completed?

3. What is its total estimated cost?

4. How many persons will be employed at the project during Expo '74?

5. What is the planned disposition of it when Expo '74 is over?
