Mr. SPEAKER.

The hon. gentleman has introduced some matter not strictly relevant to the amendment. I do not know that I -can allow any continued reference to this matter. The question before the House is the motion to go into Committee of Ways and Means, and an amendment with regard to certain expenditures. The discussion now must properly be limited to the terms of 'the amendment. In a matter of personal explanation the rule is relaxed, and if the hon. gentleman feels that he has not been fairly dealt with, I will hear a word from him, but not a continuation of the discussion.
