Mr. CLARK:
W ith all due respect for the minister, I think we should have some bettor explanation of this resolution. He has said quite clearly that this amendment will apply only in case the officer was in service at the time of his death, but the resolution says quite clearly, "or who was at the time of h:* death in receipt of a pension." I assume that 1 r W,aS *n receTt of a pension at the time of his death he could not be in active service and in receipt of full pay. It could not be both; I think I am right in that. This resolution says it is to provide a pension to the widow of any officer who at the time of his death is on full pay, or to provide her for a pension in case he was in receipt of a pension at the time of his death. That is not at all consistent with the minister's explanation, and if it is proposed to amend the act to provide for pensions to widows of officers who were in receipt of pension at the time of death, it is a very radical change. I am not opposing the change, it may be perfectly just; still, I think we ought to have a clear explanation of it.
