can the hon. minister explain why, under section 7 of the Bill, elections shall be held a month after nomination? What is the reason of that change? Formerly there were only eight intervening days. What are we aiming at?

The procedure could be reversed. Nomination day on the other side might be fixed three weeks before. It might be better because in large centres, elections will be awfully expensive. I do not know whether it would be possible or not.
