It seems to me that one of the great difficulties in the discussion of this Bill is the manner in which the Bill is drawn. If I understand it correctly, the intention of section 4 is that there is to be not more than one seed out of 100 that is not the right kind of seed. If that is the manner in which this is to he judged, I see absolutely no use of clause 5, which says the Governor in Council may determine how many poor seeds may be tolerated. It says that distinctly-

The Governor in Council may make regulations determining the maximum proportion of seeds of the weeds named in sections 3 and 4 of this Act.

I understood the minister to say that it did not mean the seeds named in section 3, but it might mean some other seed. I think this Bill is not properly drawn for presentation to this House.
