Mr. BROWN:

I have read article 12 several times and I am utterly unable to understand it. I do not get its meaning. No doubt the minister is aware that both countries engage in a certain amount of dumping, that is, selling goods in each other's market somewhat below the selling price in the home market. I am wondering what the actual meaning of this article is.
