Why do they come to the government service when they have a trade of their own ? They evidently admire some features of it. There is constant employment, regularity of occupation, and their employer is sure to be able to pay them.

Mr. LaRIVIERE. That is the reason why I tell my hon. friend that he makes a grave mistake in comparing letter carriers to policemen.
