Mr. Benidickson:

On a point of order, Mr. Chairman, since my name was raised I wish to point out I was in the chamber, as a member of the committee although on a back bench with friends listening to the debate. Yesterday I checked the rules anew and my information is that in committee a member does not necessarily have to vote from his own seat. However, I did advance from the back row to the front row in order to vote now.

February 19, 1965

Hon. W. M. Benidickson (Minister of Mines and Technical Surveys) moved

that the house go into committee to consider the following resolution:

That it is expedient to introduce a measure to amend the Coal Production Assistance Act to extend until the 31st day of October, 1969, the period during which agreements may be made under section 3 of the said act.

Motion agreed to and the house went into committee, Mr. Lamoureux in the chair.

Mr. Benidickson:

This involves no change from a policy adopted by parliament in 1949, except that it extends the right of the minister until October 31, 1969, to make coal assistance loans under this provision.

Resolution reported and concurred in.

Mr. Benidickson thereupon moved for leave to introduce Bill No. C-147, to amend the Coal Production Assistance Act.

Hon. W. M. Benidickson (Minister of Mines and Technical Surveys):

Mr. Speaker, the hon. member for Cape Breton South inquired on Tuesday about progress with respect to negotiations with Dosco relating to the possible introduction of a new colliery in that area.

I can tell the hon. member that this involves quite a number of agencies of government. I would suggest that he put his question on the order paper so that he might get a more comprehensive answer from the several government departments involved. I wrote last week to some organizations in his riding which are concerned about this problem and pointed out that the dominion coal board was involved, and that we had invited representatives of the national coal board of Great Britain to investigate the problem and give us some advice. I suggest that the hon. member put his question on the order paper so that he may receive a full report on all the various aspects.
