No, the explanation
is simply this: The pier, which forms the
entrance to the harbour, has taken a slant.
The pier was built by the government in 18951896, so it has stood very well so far. The object of this expenditure is to correct the slant in order to protect the entrance to the harbour.

The hon. member is
always prepared to give reasons, and good reasons. These repairs are required for the pier on account of the neglect of the government of which my hon. friend was a minister. This is one of our inheritances from the late government. This work should have been done five years ago.

We are economizing as much as possible, and it is only urgent need that forces us to spend money. We have had to spend hundreds of thousands of dollars to repair works that hon. members opposite failed to look after when they were in power.
