Mr. HARTIGAN:

From the very essence of the subvention method does the hon. member think it is a bonus on the coal or a subvention on production? It is on a tonnage basis that it is paid, therefore it is all to the good for the men. We should have more subventions if it were possible. The men would ask for it, not to retrench.
