What I want to observe is this, that upon the present basis of giving subventions for coal production you are asking not Nova Scotia or the western provinces, but Ontario and central Canada to pay that dividend.

I should like the hon. member to tell us how we are going to get money for dividends when we have to bonus our coal to get it upon a competitive basis at all?

From the very essence of the subvention method does the hon. member think it is a bonus on the coal or a subvention on production? It is on a tonnage basis that it is paid, therefore it is all to the good for the men. We should have more subventions if it were possible. The men would ask for it, not to retrench.
