I honestly believe it has,

and the figures show it. In 1914-15 the customs dues collected amounted to $107,179,-

Supply-Customs

360.33, and the cost percentage was 3:59. In 1924-25 we collected $298,721,419.55-more than double-at a cost of 2.49 per cent.
