Mr. Hellyer:
Does the minister not feel he has a solemn obligation to parliament and to the Canadian people to tell them the growth rate on which his forecasts are based, and that it is rather contemptuous of the House and the Canadian people to try to hide exactly what he predicts to be the case for the coming year? Will he not now change his mind and come clean with the Canadian people and with parliament and tell us what the basis is?

Mr. Hellyer:
Mr. Speaker, my question is simple. How can anyone estimate income revenues based on the gross national product if at the same time he is totally incapable of estimating the compound of the real growth and the inflationary growth which is going to take place? It is a fraudulent prediction.

Mr. Speaker, I wish to direct a supplementary question to the Minister of Finance. In view of the fact numerous indications have been received that approved lenders are not in fact, making loans at present for mortgages, in particular under the National Housing Act, because of the uncertainty in the financial markets, and in light of the minister's statement last year recorded during the budget debate in Hansard, page 1431, which reads as follows:
If nothing is done, there is a prospect that inflationary expectations will rise. This could disrupt financial markets, drive up interest rates, disturb the exchange market and impose a brake on the economy.

Yes, Mr. Speaker. The question is: what does the minister propose to do immediately in the short run to ensure a consistent supply of mortgage money for building construction in Canada and at interest rates which are agreeable to both the lender and the borrower?
