Great care must be taken with the test that is applied for these diseases. In Europe, outside of the city of London, it is not considered satisfactory. I take it, however, that the department is looking carefully after that matter. In answer to the hon. member for Humboldt (Mr. Neely). I would say that the fault is not all on the side of the Government. The farmer has to be considered in this matter. On that account I think $200 as a maximum is quite sufficient.
