Mr. SPEAKER:

I do not think, as the phrase was given to the House, that it is exactly within the rule which would compel me to ask the hon. member to refrain from making reflections upon the other branch of this Parliament, but I do think that it ought to be a well-understood principle that it is not in good taste to reflect on the other branch of this Legislature.

Mr. SPEAKER:

The only question before the House is concurrence in the amendment, I imagine that the hon. member has it in his mind that the original resolution, with this amendment, is equally before the House and equally open to debate. But the rules of the House do not permit that; they require that members shall speak only to the amendment, the last motion put to the House.

Mr. SPEAKER:

I recently submitted to

the Joint Committee on Printing that we could very well cut off half this waste by distributing in future one copy of these documents to each member instead of two copies as at present. If a member required further copies he could send a post-card to the Printing Bureau and get them in reasonable number. The Joint Committee on Printing recommended my suggestion to the House, and the House concurred in that report yesterday. Several members of the House have informed me that they do not wanit these reports at all, and in that way the waste can be still further lessened. In my judgment, that rule should apply to the distribution of the bound copies of Hansard as well, because I think that one bound copy of Hansard for each member instead of two would be quite sufficient.
