Mr. BOYS:
Is the minister able to give me the information now, or does he want the item to stand? I am absolutely in favour of government annuities; I think we should do everything we can to encourage them. I am glad to see that in connection with the Income War Tax Act there is to be an exemption of $5,000 in this connection. We want to do all we can to encourage the buying of annuities, but what I am anxious to see is that they should be made a little cheaper to the public. We cannot exercise any proper judgment if the minister is unable to give us information as to the extent of the business, the receipts, the disbursements and the reserve that is necessary to take care of future liabilities, having regard to the expectation of life and so on. These items are essential to an intelligent discussion of the subject.

Mr. BOYS:
I imagine that two inch planking would be sufficient to do this job, and I do not think the cost would be more than I have stated. I am not criticizing the district engineer, but he replied to me that he could not get the money to do the work. I hope the minister will see that it is provided.

I approve of the suggestion made by the minister. We will be in a position to discuss the details when we have the bill before us, and as he has stated, some of the questions which at this stage present difficulties would be cleared up if we had the bill at our disposal.
