Mr. MACKENZIE KING:
I have in
mind the same object exactly as the people of the country, to which my hon. friend has referred, had in mind when they enacted their legislation, namely, to have a restriction that will be effective. If there is any meaning to the English language at all, the term "effective restriction" comes as near as anything that I can think of to describing what has been aimed at where it has been sought to bring about an effective restriction of any character. I cannot find words to describe anything short of exclusion other than the words "effective restriction".

The hon. member for Lincoln (Mr. Chaplin) inquired yesterday with regard to St. Catharines. In 1919-20 an appropriation of $28,000 was voted for an addition to the public building in that city, but was allowed to lapse. An appropriation of $34,000 was included in the estimates for 1920-21, but after it had been given some consideration it was dropped, and since then it has not been further considered. In reply to the hon. member for Hamilton (Mr. Stewart), I beg to table the correspondence with regard to public property and public building sites in Hamilton. This amount is required to complete the water-proofing, facing of the walls and construction of stone foundation and undergrading. Part of the work has already been contracted for. The amount required for completion of the contract is $3,219; for drainage and driveway, $1,300 and contingencies $481.
