The decision of the chair having been challenged, a division was taken, and the chairman's ruling was sustained by 28 to 9.
Mr. Foster then moved that the chairman's ruling be reported to the House.

The others not being of so much importance-
-objected to this course. Finally, Mr. Pugs-le.v moved that the committee adjourn, and this carried.
That is the way in which it is put by the reform journal. I looked up the columns of the ' Globe ' and the ' Globe ' is much to the same effect, although it hands out bouquets to the Minister of Public Works and damns the Conservatives as usual. Then, to show something of what actually happened, I will take a still
more reliable authority, the ' Mail and Empire and after that I will close. I want to point to this fact that if the minister has a memory on which he prides himself, it is singular that he did not give us the benefit of his memory the other day, honestly and candidly, because the discussion that went on that day in the committee was not such as to slip from the memory of a sensitive man.
STORMY SCENES IN COMMITTEE. Liberal Lawyers again resort to Obstruction Tactics.-Mr. Pugsley levels insult-Receives a retort that makes him wince- Sub-target Gun Contract under the Searchlight.
Ottawa, January 31.-The obstructive tactics of the Liberal lawyers, who are members of the Public Accounts Committee, in seeking to throttle inquiry into scandals connected with the management of government departments, this morning led to one of the most extraordinary and wildest scenes which ever took place before a committee of the House of Commons. At times the meeting was in a perfect uproar, a dozen members were on their feet at one time, shouting angrily across the room, whilst personalities of a particularly pointed character were freely exchanged. The Minister of Public Works and the exMinister of Railways were the subjects of two particularly cutting retorts.
The minister forgot.
A new feature in connection with the conduct of the proceedings was the fact which is now becoming apparent that Mr. Macdonald and Mr. MacLean, the Liberal members for Pictou and Lunenburg, respectively, are no longer to fulfil alone the role of arch-obstructionists. To-day Hon. Wm. Pugsley, Minister of Public Works, ex-Minister of Railways Emmerson, Honore Gervais, the French Liberal member for the St. James division of Montreal, came to the assistance of the other two, and between them they succeeded by their trivial objections in preventing evidence being taken.
Passing over a good deal of discussion that is recorded here, I find these sentences also, and this is a more correct version of what happened than even that which appears in the ' Herald,' as will be remembered by the gentlemen who were in the committee on that occasion.
