The capital account is going on increasing from year to year while the value of the road is not increasing proportionately. A great deal of the expenditure, such as that which has been referred to by my hon. friend on my right (Mr. Clancy), ought to be charged to the ordinary7 expenditure for the regular running expenses of the road. But, the hon. minister, following the practice of previous ministers, has tried to make his deficit less by charging to capital expenditure what ought to go to ordinary current account. This is a deception on the public which ought not to be continued any longer.
