Mr. Jorgenson:
I suppose it would, Mr. Chairman, if we were competent enough in this field to determine just where pipe-lines were required, but since parliament has set up a body, the National Energy Board, to take the burden of responsibility off members of parliament, it seems to me they are the proper people to make the decision as to where pipe lines could or should be built, and what facilities should be permitted in connection with the gas distribution business.

Mr. Jorgenson:
Does the hon. member honestly believe there is a comparison between the oil exploration business and the building of a railway line between point A and point B?

Mr. Jorgenson:
The hon. member seems to object to this type of company coming before the house and asking for a charter which has broad powers. He is suggesting that each time such a company wants to build an extra five miles of pipe line it should come back to this house for permission to do so. If that were the case, would it not increase the number of times we would have to consider bills of this nature?

Mr. Jorgenson:
