Mr. McKAY:

I would like to draw attention to section 4 of the Bill, which reads:

Every town, village, township or place-

This does not include cities. Taking that section into consideration and referring to the districts in the provinces of Manitoba, Saskatchewan and Alberta which have cities in their electoral districts not mentioned in the descriptions, for instance, the electoral district of Brandon which has the city of Brandon in the electoral district as described, I think it would be well to insert the word ' city ' after the word * every ' in the section.

Yes, there are very few cities in the East included in the electoral districts, but in the West there are small towns that we call cities included. That obtains in my constituency and in several constituencies in Saskatchewan. I would therefore move:

That the word 'city' be inserted after the word ' every ' in section 4.

That is just the point. The Canadian Northern railway has not the money. Mackenzie and Mann are paying the debts.
