Mr. J. S. STEWART (Lethbridge):
Mr. Speaker, owing to circumstances over which I have no control, and denying any and all responsibility, I am the foster father of this bill. As was stated by the previous speaker, this .measure originated in the Senate and, I fancy, after due consideration and investigation it was passed by that honourable body and sent to this house for consideration. The proponents of the measure are most anxious that this bill should be sent .to one of the standing committees of the house in order that explanations may be given as to what work has been done and what investigations have been carried out, and also as to the cost of the bridge and the revenues which may be derived from it. I am further informed that not only will it cost some millions of dollars but that it will give work to a thousand Canadians for more than 360 days. If any construction can be undertaken at this time that will give that amount of work to that number of Canadians it seems to me nothing should be put in the way of the construction of the bridge. Therefore I would respectfully ask the house to give the bill second reading and allow it to go to one of the standing committees for further investigation.

That the petition of the Cornwall Bridge Company presented on the 4th instant, praying for the passing of an act to extend the time for the commencement and completion of this undertaking, together with the report of the clerk of petitions thereon, be referred to the standing committee on standing orders for the purpose of considering the suspension of standing orders 92, 93 (3) (a) and (c) and 95 in relation
thereto.
