The section provides in effect that the remuneration shall be decided by "a majority of the creditors present". Should it not read "a majority of those creditors present"?

That is exactly the point. "The" creditors means all the creditors of the estate. It should read "a majority of those creditors present".

As the section is drafted it might require a majority of all persons who have claims against the estate to be present, whereas what you mean is a majority of those creditors present.
