Mr. BEST.

I am surprised to see this Bill again before the commitee. A few days ago we passed an Anti-Combine Bill. This morning, after discussing this three times, we are asked to pass a Bill that may lead to the formation of a huge combine. I cannot see where this Bill will help either the producer or the consumer, and I want to be placed on record as being straight against this Bill. I think it is unfair to bring it before the House at this time. The Bill was voted down and out the first time it was discussed, and now, when many members are away, it is brought forward again when we expect to prorogue in a short time.

Some hon MEMBERS. Vote.

Mr. BEST.

Will this provision with respect to allowances include the six persons making the complaint? They would certainly be at a loss of time and expense, and I think they should be remunerated in some way.

Is this contract let at so much per yard for solid rock, so much for loose rock, and so on?

Mr. BEST.

Then what difference does it make to them how many yards there are. But it does make, a difference when it turns out in so many cases that what was first classified as earth has become solid rock. [DOT]
