Mr. Fauieux:
On the point of order, I should like to direct the attention of the house to May, thirteenth edition, chapter 12, page 316, paragraph entitled, "Reference to prior debates". This reads:
It is a wholesome restraint upon members to prevent them from reviving a debate already concluded; and there would be little use in preventing the same question or bill from being offered in the same session, if, without being offered, its merits might be discussed again and again.
I believe it has always been ruled in the past that it is against the rules of the house to refer to or to discuss a matter which has been considered in a preceding debate.
