I am surprised to note the stand taken by the chair to the objection raised by the hon. member for Rimouski. Last Friday when the hon. member for Megantic consulted his notes he was told that he was reading his speech. I would observe however that he was doing only what the Solicitor General is now doing, merely consulting his notes. Therefore, Mr. Chairman, I dispute your authority to decide that the objection taken by the hon. member for Rimouski is out of order.

the board of review has the right to make a binding settlement. When that settlement is made for cash, is there anything in the Canadian Farm Loan Act which obliges the commission to loan according to the binding settlement made?
