Mr. Nowlan:

I think it is desirable that the Minister of Transport should make a statement with respect to the incidence of the Maritime Freight Rates Act as far as Newfoundland is concerned. I do not know whether he wishes to do that now or whether the section should stand until some other time. I am particularly concerned with the Maritime Freight Rates Act in so far as water carriage is concerned.

It can only be a rate from Halifax itself. Then you would have to have another one from there on, whereas now you do not separate them.

Mr. George C. Nowlan (Digby-Annapolis-Kings):

In view of press reports relating to the danger to the fishing fleet at Victoria Beach because of the condition of the breakinquiries of the Ministry water, I should like to direct a question to the Minister of Public Works. I have already sent him notice of it. Have appropriations been provided for the construction or extension of the breakwater at Victoria Beach? If work has not yet commenced on this undertaking, when will it be proceeded with?
