Mr. Fournier (Hull):

Even at that, when they moved out of the justice building and went over there, they still found that they did not have sufficient space. They made this request to the Department of Public Works to furnish them with another 12,500 feet. So this building, I am told, will not be of a permanent character as are the buildings you have on Wellington street, like the veterans' building or the justice building. It will be to complete the space that they need for their operations.

At that time the space was not adequate. They asked for an additional 12,500 feet, and that was several years ago, in 1953, when they were merely renting the property. I imagine that today they are still cramped.
